Catatan dari 1st Asia Pacific Conference on Health Law 19-22 Mei 2010 di Manado.

 

Menyelenggarakan suatu event berskala international tentu saja bukan pekerjaan yang mudah. Berbagai kendala siap menghadang. Apalagi, penyelenggaraan 1st Asia Pacific Conference on Health Law bukan proyek pemerintah. Gagasan ini merupakan ide dari lapisan bawah, Masyarakat Hukum Kesehatan Indonesia wilayah Sulawesi Utara. Demikian Jerry Tambun, ketua panitia pelaksana. Berbekal pengalaman sebagai lulusan Loyola law school, Chicago, ia mendobrak kekakuan ilmuwan di Sulawesi Utara.

 

Dengan tim kecil yang terdiri dari sekelompok anak muda, penyelenggaraan konferensi di mulai. Hajatan ini pun langsung ditangkap oleh gubernur Sulawesi Utara, Sinyo Harry Sarundajang. Dukungan pemerintah Sulawesi Utara lewat gubernur memberi semangat.

 

Penyelenggaraan 1st Asia Pacific Conference on Health Law menjadi begitu bergengsi karena kehadiran sejumlah foreign speakers. Tercatat, Prof. Miroslava Vasinova dari komisi Bioetik Unesco, Prof. Rosaria Nardello dari fakultas kedokteran universitas Palermo, Prof. Wu Chong Qi dari China, Prof. Norchaya Talib dari Malaysia, Roy Beran, Julie Hamblin, Naomi Burke-Shyne ahli hukum dari Australia, Ruth Wallace, Ian Falk keduanya profesor dari Charles Darwin universitas, Nirmalaya Jayaraj dan Betty Cernol keduanya dari United Board on Christian Higher Education in Asia, suatu lembaga yang memiliki anggota sekitar 150 perguruan tinggi di 13 negara Asia. Sayang, tokoh penting dari World Medical Law Asociation Oren Asman tidak dapat masuk karena terkendala visa masuk sebagai warga negara Israel. Terkendalanya Oren Asman, amat disayangkan oleh sejumlah pihak, terutama dari foreign speaker.

 

Penyelenggaraan konperensi dibuka oleh Ketua Badan Pengembangan Hukum Nasional Indonesia yang mewakili Menteri Hukum dan Ham, Patrialis yang berhalangang hadir. Welcoming speech gubernur Sarundajang mendapat apresiasi yang tinggi dari seluruh peserta. Sebaliknya, Miroslava Vasinova ketika memberikan sambutan, langsung saja mengambil inisiatif mengusulkan agar gubernur Sinyo Harry Sarundajang  as Honorary President of Promoting Commitee of the World Association on Medical Law Congress in Manado.

 

Also, I will recommend the appointment of  Mr. Jerry G. Tambun in the position of UNESCO Chair in bio-ethics in Indonesia and we will commit to hosting the annual meetings of the UNESCO Chair in Bioethics, here in North Sulawesi.

I would like also recommend that North Sulawesi be chosen as the location for a 2014 WAML Conference focussing on health, law, ethics and the environment. (dikutip langsung dari pidato).  

 

Luar biasa. Pada acara pembukaan saja, Sulawesi Utara, terutama kota Manado sudah dapat meyakinkan peserta bahwa layak dijadikan tempat pertemuan untuk World  Health Medical Law di tahun 2014. Belum lagi annual meeting  Unesco.

 

Setelah bertemu selama 4 hari di Manado, dengan tidak kurang 100 sesi dari sekitar 100 pembicara, konperensi memberikan penekanan terhadap penguatan  hukum ksehatan di wilayah Asia Pacific.

Kota Manado telah menjadi sejarah dan membuka mata dunia  bahwa Manado memang menjadi gerbang utama Indonesia memasuki wilayah Asia Pasifik.

Good morning

Bapak Sinyo Harry Sarundajang - Governor of North Sulawesi,

Honoured Guests,

Ladies and Gentlemen!

 

I am very happy to be with you this morning at the First Asia Pacific Conference on Health Law in Manado. Asia Pacific is a focal point in the world. One third of the world’s population is in Asia Pacific, the trade industry is growing and provide almost half of the world’s merchandise in trading markets. Asia Pacific is an important port for doing business and transportation to foreign markets. I believe that together, countries, governments and people in Asia can affect positive change in the world.

We are here together for this important Conference because we believe that we need to strengthen health law in the Asia Pacific Region and make Asia Pacific a safer and healthier place to live. In order to achieve this goal, the countries of this region

need to work together and make a commitment  to combat epidemic, pandemic, viruses, diseases and even microbes.

 

A safe and healthy place to live includes clean air, the management of natural resources, environmental health, and measures for proper public health. We need to call on all Governments, NGOs and Academics  to promote public health  and develop environmental systems, that are sustainable and  take into consideration the social values of all countries.

 

We need to call on lawyers, doctors, environmentalists, public health agents, and regional development planning experts to work together to promote public health law programs in all countries and to build networks where all Asia Pacific countries are stakeholders.

 

As a first step, the Conference review committee will consider all the papers and information presented at this Conference and they will draft a health law protocol which will be the basis for the Asia Pacific Health Law cooperation process.

 

As a sign of our commitment  to health law, we will seek to appoint  the Governor of North Sulawesi,  the distinguished Mr. Sinyo Harry Sarundajang  as Honorary President of Promoting Commitee of the World Association on Medical Law Congress in Manado.

 

Also, I will recommend the appointment of Mr. Jerry G. Tambun in the position of UNESCO Chair in bio-ethics in Indonesia and we will commit to hosting the annual meetings of the UNESCO Chair in Bioethics, here in North Sulawesi.

 

I would like also recommend that North Sulawesi be chosen as the location for a 2014 WAML Conference focussing on health, law, ethics and the environment.

 

Mr Nasser, Chairman of the Indonesian Health Law Society and the local Chairman of the Health Law Society, Dr Bahagia Mokoagow, will both be invited to act as advisors for the program.

 

Members of the World Association on Medical Law, who are here in Manado, including Prof. R Beran, the General Secretary and the Governors, Prof. Chong Wu from China,  Prof. Myogsen Sohn from Korea, Prof. Kirabayashi from Japan, and myself from Italy will be invited to attend and support the WAML Conference, that will be organized in Manado.

 

We will recommend that Mr. Jerry G. Tambun and Dr. John Tasirin, members of the executive committee of this Conference, will coordinate all  preliminary meetings of Manado WAML Congress.

 

I will invite the involvement and support of Ms. Julie Hamblin from the Ebsworth & Ebsworth Law Firm in Sydney Australia, and  support of Ms. Naomi Shine Burke from the International Law Development Organization, of Betty Chernol -Vice President and Willi Toisuta - Director of the United Board of Christian Higher Education in Hongkong,  of Norchayo Tallip from the University of Malaysia and also of representatives from Charles Darwin University.
